I have the correct service enabled which is Xbox Live and my radius is about 650 miles and my congestion control is set to 70%. Should I change anything in the misc settings since I restored the router?

No I mean for the peer ping service make sure its the right one for the slot you have your console is in

 

Just double check the auto&bleeding edge cloud is selected, settings for your speeds, cookies on, upnp forwarding disabled if duma in DMZ of hub. 

 

What does peer ping show for average ping now?

Sorry but i must ask for clarification, do i really need to turn upnp off if i connected my Netduma to my HH5 via a DMZ? I have had upnp on this whole time.... :O

UPnP should be enabled. It is UPnP forwarding that you don't need on.
