To play with a friend can you increase the Geo-Filter to whole world join each other. After that reduce the size to what you desire and carry on playing. Does that work for you? Also in terms of forcing P2P or Dedi, that is upto the games matchmaking mate. You can try finding different dedicated servers by moving your home.
