New to R3 question about QOS

i just got my r3 today and i use to have r2 there is a way to set up a % on up and download limit like the r2 qos or how it is working?
i want the best qos/bufferbloat as possible lmk if i missing some settings didnt do anything just a qick settings guide.

Yes it's in Ping Optimizer > Advanced
