Shouldn't the R3 be reset to factory settings when resetting? Why does it revert to the original firmware?

I'm asking because I've been having problems for days and can't seem to solve them. I live in Brazil, and everything seems more difficult, and even the dialogue here is difficult for you to understand my language.

My router isn't working as it should, even with manual congestion control, it's not working as it should!

It doesn't revert the firmware, it always stays on the same version you were on when you did the factory reset. I posted in your previous topic regarding Congestion Control and you haven't replied yet
