Steady ping issue in R3

I'm hoping you can help me.  

  The Steady ping have an issue in expert mode remains at 10 ms even at the lowest setting. Is there a way to reduce it to 5 or 3 ms?
also i try Using simple mode adds 10-12 ms to the game.

I upgraded the software to the newest version and performed a factory reset following the update.

No there isn't a way to reduce it any further as if you have a ping of 5ms for example and that fluctuates a few ms 10 is the lowest you would want to set it to absorb that fluctuation
