congestion controll good upload and dwnload settings suggestions

I have tried everything to keep my dwnload and upload spikes to a minimum but I can't get my jitter under 1 ms always around 1.5 or higher  might not seem much but I can tell a difference. my dwnload speeds are 1 gig dwn and 100 megs upj.

Ping naturally fluctuates, that jitter is great and way under the normal expected range, it will be impossible to get jitter to 0. 1ms is also imperceptible so won't be causing any issues
