Bandwidth Allocation

Why is it when I adjust my bandwidth allocation for my xbox to a certain value, I go back to check it after a while and it not the same value?  For instance, I adjusted it to 5mb, went back to check two separate times, once it was 0mb, next time it was 18?  Why is this happening?

Most likely other devices were added so it auto redistributed or, you can allocation to other devices which then redistributed the allocation for other devices
