Unfortunately yes, that can be the case. Perhaps a new provider may be more helpful in trying to resolve the problem, but it's also possible they will simply turn to the ISP who rent them the lines. Let us know if there's anything else we can do for you to assist.

I expect the FTTS by November 15, only the last meters will be copper ... I will have 400 mb instead of 70 mb in download ... if it is a wiring problem we will see the result! Thank you for taking the time to answer me while we were slightly off topic :)
