What is the model of the ISP router, how is it setup to ensure an Open NAT behind the XR router - DMZ, Bridge etc? Are ALL devices connected to the XR? You will lose some speeds when using a router compared to a modem as the modem just pushes all traffic uninterrupted to the connected device whereas the router has more processing to do so that is likely what is happening as the speeds aren't drastically reduced.
