If they were blocked on the ISP side - so not changeable in the ISP router then it wouldn't matter whether you used port forwarding, DMZ etc as they're still blocked. My ISP does not use port blocking or traffic shaping, its much better to find a ISP that lets you have the net the way its meant to be, warts and all.
