I would recommend you utilize QoS and Connection Benchmark, use Congestion Control with Always, try a percentage then do a Benchmark test etc etc until you find the percentage that lowers the Ping Under Load test as much as possible. For the Geo-Filter it really depends how many servers are around you, use Ping Heatmap to find the closest/lowest ping servers then put your filter in that area.
