Can't unblock device from device manager

I am having trouble with the device manager "block" function. When I block a device it gets blocked just fine and has no internet connection and shows as black in the device manager. However, when I unblock the device it doesn't actually unblock. It shows as unblocked and returns to red from black but still has no internet connection. Restarting the device doesn't even fix it. Only after rebooting the router does the internet connection return and the device is unblocked. Any suggestions?

The original problem was with a Roku streaming box that is hardwired. I did test blocking my phone on the 2.4 wifi and that worked fine so it may be device specific. I used a Windows 10 laptop and Chrome browser to do the blocking and unblocking. I can do a little more testing later today to see if I can reproduce it.
