Filtering mode and strict mode geofilter difference?

Filtering mode means that the geofilter is on, Spectating mode is off.

Strict mode ensures that you only connect to servers that are inside of your radius, disabling strict mode is only needed for specific games like Destiny 2.

As above, just to add a bit more information, strict mode off will allow some servers outside your radius to be allowed but will block peers outside your radius. Wouldn't suggest for anything other than Destiny.

For example if I had strict mode unticked and filter mode on wouldn’t that not do the same thing as have strict mode ticked? Without filter mode would Geofilter not work? I’m just getting used to it

Spectating Mode: Does not restrict servers in any way, you will connect to whatever server the game wants you to. You can see servers/peers on the map and ping them.

Filtering Mode: Restricts games based on your settings.

Strict Mode enabled: Restricts both servers and peers to within your radius

Strict Mode disabled: Restricts peers to within your radius but allows servers outside the radius

By default Strict Mode is on to provide the most restrictive filtering.

If i want to play on eu central server of Rainbow six seige, what should i do ?

I had selected the area of eu central server, Individually i am able to get matches while strict mode and filtering mode are on, but as soon as my team mates joins, we never get matches ?

I have allowed their ips, able to chat with them on playstation.

I have also tried turning off strict mode and turning on filtering mode but nothing happens :(

That's what you should do so you're doing it correctly. In some games what you're doing can work, the game just forces a server the lobby host can connect to, in some however it doesn't work that way and sounds like what may be happening here. In this occasion I think the only thing to do would be to have them also use a DumaOS router to force the same area as you. Geo-Latency could work in this scenario but I couldn't guarantee it and that's only available on the R3 and will be on the R2 (w/a future Early Access firmware).
