What is my base ping??

Hey could anyone explain to me how to find my base ping? Is my base ping the ping to my isp on Speedtest.net or is my base ping the ping to the server I’m connected to? My ping to my isp on Speedtest.net is 13-14 ms. But on my Netgear xr500 I can never get a ping that low to my closest dedicated server. I stay in Mississippi and the closest dedi is Alabama. The lowest I get is 36-42 ms. I upgraded my xr500 and set the ping assist to 25 but that didn’t help. Could someone explain this to me. And 99% of the time i connect to a dedicated server.  I find games in 5 seconds or less. I just want a lower ping

Your base ping is 13-14ms. That is your ping before you connect to anything on the internet so you won't get a game below this. You can usually expect your game ping to be around 20ms higher than base so that sounds about right.
