You can see players outside your Geo-Filter radius if they're connected to the server you're on. The Geo-Filter is used to get the best server, not filter other players as well. On the R1 both players and servers will appear as circles on the map. The host of the game is always the largest circle, and this should be inside your radius. Its not other players. A screenshot would really help in this case. (If you struggle to upload it here, I'd recommend uploading it to imgur.com and posting a link to the screenshot instead). Some distinctions need to be made here, since I believe this isn't a bug but rather a misunderstanding. The host of the game is what you're filtering. If you are connected to a game and you've got Strict Mode on and Ping Assist at 0ms, it's impossible for that host to be outside your radius. In my two years of working here, I've never seen a bug that causes you to connect to hosts outside the radius with Strict Mode on and Ping Assist at 0ms. The server you're seeing won't be the game host, but it could be something else. It could be a NAT server, a Voice Chat server or a background matchmaking server. There are servers required by the console itself to get you connected properly - and if it isn't being blocked, it's because it'll be a vital protocol needed to get online (so we would have whitelisted it ourselves for our cloud database).
