Try flushing the temp ban log (press the Refresh icon above the Geo-Filter map) and reboot the router via settings > Miscellaneous. Usually the map is accurate in telling you which icons are servers and which are players. I've seen new IDs in the past that appeared to be players but were in fact dedicated servers. Also I posted a server ID when WWII came out that was in Texas but showing up in the netduma in UK or Europe. It appeared as a player too. I could 'update' it. These two IDs must be in my allow list in order for me to play on PSN. Otherwise I get booted when I turn on the geo-filter or if the filter is already on I am blocked from network. Please make sure to update them or whatever is needed. I've been adding them to my allow list since maybe 2015. I had an older username here but can't remember the login. I've replied to your other threads - these ID's are on our cloud update list.
