First connect to the R1 through wireless (networks -> set up internet connection -> use Wi-Fi -> Easy-> chose your Wi-Fi network) Then wait until your Ps4 get an IP address. after that check your Ps4 IP address. copy it. Now go back to (set up internet connection -> chose use a lan cable -> custom -> for the IP address setting chose manual -> for the IP address enter what you just copied for subnet mask enter 255.255.255.0 for gateway and DNS enter 192.168.88.1). test your enter internet connection you will see that you get full speed of your internet. if you check Device Manger page, you will see that you have new nameless device without IP address so you just need to delete this device. I'm sure there is something odd. This is only way that I can get full internet speed. Now you can control the internet speed by set up Download Cap and Upload Cap.
