Are you using congestion control as well to ensure that you're not experiencing local congestion? On speed test is it testing the same server? Hub may be testing the closest server to the ISP. You could also try switching out the ethernet between R1 and hub. Is your PC wired or are you playing over WiFi? Are you using wireless peripherals as that could cause a small delay.

The speed test ping may change depending on time of day, peak time it will likely be higher as everyone jumps online.
