You should be able to select the server you play on the game itself, is that correct? If so no need to use the Geo-filter. You should definitely be utilising congestion control though so put PC in hypertraffic with the Xbox Live service when playing - as long as you're not doing anything internet intensive other than gaming on that PC. Then use 70/70 anti-flood.
