I did abit of testing and i definitely cant use both together its one or the other. my qos page is the same as yours. Just because the black dot is not checked it doesn't mean its not working, i set my bandwidth and set up QoS Rules and then i limit bandwidth to PS4. If i do as speed test on PS4 i get the speed i set in Limiter and if i speed test from PC i get the speed i entered, now if i play PS4 and seed 4 torrents as i am now it does not effect either way. But you cant use both at the same time because they would contradict each other. I have done testing and believe me when you hit apply that is now your default Qos type, certainly on my firmware anyway. try setting a devices speed really high in trad Qos and then low in bandwidth limiter and depending on which one you apply will be the results you get.
