I have 100Gb per month as downloadvolume,but at 20th of month all is used and the provider throttles the speed at 1mb/s, my son says that he didnt used it.i know that he downloads the 2 ps4 Free to play games(=+-40Gb) and nonstop Youtube on his smartphone. At end of month i get angry because i cant even connect to PSN and start to shout.My wife says that i use all the Gb because i play every day,but she didnt understand that onlineplaying takes only 150kb/s,but Youtube 1.2Mb/s. As above we are taking requests for the Network Monitor now, so yes it is highly likely there will be something like that implemented as we know some people do have a cap so it's important to monitor it.
