Lagging

I stay in a very rural area and the highest internet plan available is dsl 15 mbps download & 800 kbps upload. So what should my Congestion Control be set to? I've been messing with different one's even with 70% & 70% and Hyper traffic set to my PS4 I'm still lagging. Any ideas on how I can fix this LAG???

First you must determine what is causing you to lag be it :

1. Local Congestion
2. Distance
3. Remote Congestion
4. Local misconfiguration or error
