Congestion Control Feature

It would be very advantageous to implement the ability to allow or disallow "sharing of excess" bandwidth per device.  There are some devices on my network that I would want to limit or restrict bandwidth at all times and other groups of devices that could share bandwidth between them.  Currently the setting is an all or nothing setting but could really see the benefit to expanding just a little on this feature so it's manageable per device.
