Click the 3 button menu at the top of the geo-filter then go to Settings, the toggle for geo-latency is there

I tested 3 games in MW3 with geo latency disabled, it’s a small sample size, but yes, it does filter inside the circle. I even made a change to the circle during this game session, it worked.
However, with geo latency enabled, the result became inconsistent, sometimes the router shows I was connecting to a server in Los Angeles, but in reality I was connected to a local server in Europe and servers outside the circle were not denied. I have Ping Assist disabled.

No it doesn't work like that, it ensures your connection cannot be saturated i.e. all used up which is when bufferbloat/lag can occur

No there isn't anyway to do this, it only has the router mode it's set in so can't be set as a bridge, AP or anything else.

Glad to hear you were able to resolve the issue. I would recommend disabling the Private Addresses options on the iPhones for the R2 network as that can cause some issues so should hopefully prevent that happening in future with it disabled.
