That is very good, even with the spike it's not huge! I'd say keep 70/70 as an option to fall back on but see if you can experiment more to eliminate that spike.

Try 70/70 first then lower/raise until you find the best line. Would recommend doing so while you make your connection saturated.

At 100% it is essentially off, you have to lower it to activate it.

C'est un peu haut et en bas mais en général ça va. Votre ping est également très faible, donc cela ne devrait pas vous causer beaucoup de problèmes.
It's a bit up and down but generally it is okay. Your ping is also very low so It shouldn't think this would cause you many issues at all.
