Is it possible to add filters for the NBA 2K games?

It's already available as an option to choose when using a PC. If you're using a console it will only add as a console, you don't pick the specific game.

So I added my Playstation and filtered a specific area, but I was still in my local area when I loaded the game up. Any tips?

As in you got a server in around the area you actually live? Disable Geo-Latency then reboot the game and try again
