Reboot the router from the interface, close the browser, wait 4 minutes then access and see if it loads please

On the System Information page go to the Rapp panel, click the :menu icon, change the retries to 5, then repeat the reboot process I mentioned

It does, Congestion Control is in Ping Optimizer > Advanced and SmartBOOST is QoS also - essentially Traffic Prioritization
