What is the model of the modem/router the XR is connected to and how have you set that to ensure all traffic flows to the XR? E.g XR in its DMZ, modem/bridge mode

Are ALL devices connected to the XR?

What are the speeds you pay for/receive? 

Have you entered those speeds into the router?

How have you setup Congestion Control?

I have a Spectrum ES2251 Modem, with my XR1000 connected to it. My PC is wired to the XR1000, and I use a few other devices over WIFI, all of which are connected. I have never messed with modem settings.

I pay for 600/20. Download is usually a little higher (say 630), and upload is in that range. I have manually entered and  alsoused NETDUMA tools to detect these speeds.

I have played around with congestion control but it doesnt seem to have solved the issue.

Make sure you use speeds you've manually entered, follow this guide https://support.netduma.com/frequently-asked-questions/legacyfaqs/test-your-ping/ while downloading & start with 95% for Congestion Control (set to Always), check results, decrease by 10%, check, decrease by 10% etc, until you get to a value that is pretty good & then try 5% either side of that value to see if it can be improved. Download & Upload on Congestion Control don't have to be the same value & you may have a better experience with differing values.

I tried setting the download and upload to 30% and am still not seeing improvement

Did you follow the above exactly? You saw no improvement with a busy network and slowing decreasing the percentages while doing that test?

Yes I tried going down 10% at a time and its seemingly random. I did a test a 75% of my upload and got it down to +26 ms. Then I brought it down 10 more percent to 65%  and it went back up to +61ms
