Hi I would like to know if someone could be so kind and let me know if this packet loss is an issue on my R3 or how can I read the results of pingplotter? Thanks in advance 

BTW sometimes CPU usage on router goes up to 100% not sure if that's normal

It's fine, if you were actually seeing packet loss it would appear as red bars on the bottom graph so you can ignore that. CPU hitting 100 isn't unusual unless it stays at 100 constantly

Certainly I do see red lines on the graphic, just wondering would that be on my ISP right?

It could be yes, directly connected to your ISP modem under the same conditions (same network usage etc) do you see the same?
