Updating and accepting policy

I had to factory reset my R3 because the page kept crashing/not loading when I tried signing in.

now my problem is that it is updating and taking over 15 min with no change just consistently updating. I’ve exited out before and it’ll either make me update again or accept policy, when I look at the policy I cannot scroll down to accept so I’m just stuck on either screen with no progression.. what do I do?

Could you try using a different browser such as Chrome/Firefox/Opera in incognito mode and see if it works then please?
