Greatly varying bufferbloat results

My internet speeds are 500/20 with Spectrum but I have it set to 350/20. Speedtest Bypass is red/on in all tests.

Here are the results for "full-speed" with CC Mode set to always on

My question is why cant I get great results like on the bottom test with my speeds set to the "max" and always on? The router is clearly capable of giving tons of throughput and properly prioritizing packets. But when I set it to always on with more than 60% of my download, my results are always like the top test.

You should be setting the speeds as what you receive/expect and then throttle by lowering the Congestion Control percentage. Bufferbloat occurs when your speeds are all being used, by utilizing Congestion Control it ensures this can never happen, therefore giving you better results

Problem is, when I set it to 500/25, the furthest I can take my download speed down to is 250 and that doesn't do as good of a job as being able to take it down under 200.

What percentages have you tried with your speeds set to the expected values? It's best to start with a high value for Congestion Control, say 95% then do a test, decrease by 10%, test, decrease by 10% etc, until you get to a value that is pretty good and then try 5% either side of that value to see if it can be improved. It's important to note that Download & Upload on Congestion Control don't have to be the same value and that you may have a better experience with differing values.

on the R2, I had to set my congestion control to always on for buffer bloat to work correctly. on the R3 it's exactly opposite. Auto works way better than always on regarding buffer bloat. something obviously changed between the R2 and R3 but they provide the same result.
