HELP: How Do I set a Bandwidth internet limit on individual Devices

I am trying to set a bandwidth limit on separate devices. For example, the downstairs Xbox(BabbyDaddy), computers. I would like for them to not exceed more than 10mbps. I've set "Bandwidth Reservation" to 10mbps and yet it stills passes that limit.  I don't know what games they play or what streaming services they use. I hope I don't have to go through all the "APPS" options to limit every individual activity. 

In short: -How do I limit an individual device's(BabbyDaddy Xbox) bandwidth to my desired download speed (10mbps)

                -Is there a way to limit all activities instead of certain activities like "Xbox Download" or individual games on the individual device(BabbyDaddy Xbox)

There is bandwidth reservation but there isn't a way to limit each device. The whole point of SmartBOOST is that it intelligently prioritizes and allocates bandwidth based on your rule list
