Declaration of conformity for customs

Hello,

I have an issue where customs in my delivery country, Latvia (EU), not releasing R3 router that I ordered. I have written to [email protected] but still haven't received a reply. Customs demanding signed declaration of conformity and pictures of router. Regarding pictures maybe a link to your webpage could work, not sure, but I don't have this declaration. Please help.
