Can someone please provide some advice on correcting this issue.  NetDuma refuses to allow my PC to keep time.  Fimware up to date (not 3.0, i uninstalled that)

Go to Settings > Administration > NTP Settings. Make sure it is the correct time zone and enable adjust for DST and then apply.

this does not work.  initially it will keep track, but slowly start falling behind and eventually stop tracking all together.

Wait you're talking specifically about the Windows 10 clock, not the time shown on the router interface? If so that is nothing to do with the router, you'd have to change that on Windows.
