Does Denying connections actually do anything?

I play Super Smash Ultimate. I deny a connection due to lag and then the very next match, I get matched against the exact same player, except this time they have a different "ID" according to the Geo filter. I even tried giving them a unique name, as suggested by a dev, but that didn't do anything. This has happened a few times. The only reason I am using this is to have infinite blocks against laggy users, as Nintendo only allows you to block 100, but if this "feature" doesn't even work, what's the point? The "Joker" and "loise Joker" are the same player, back to back, after I already denied him the first time.

The IPs are different which is why the ID is different - that is the only way to track from the routers perspective who is who. Between games they had their IP changed, probably from rebooting their Sky hub so you have to continue to add them to your deny list until they don't change their IP, there is no other way around it other than adjusting your radius so they are blocked completely.
