problem geofilter and network more delay in game

hi everybody ,i have problem with geofilter since 1 week.My wife use c cleaner on her computer,

Since I no longer see my opponents appear on the map of the geofilter,and my network have lot of delay in game.

 

My settings have been set

Running CCleaner would not have an affect on the Geo-filter and certainly wouldn't cause you to have lag.
