help with cc settings

whats bufferbloat mean? been seing that term a lot on here...so my internet is DSL uverse.i have 17meg down and 1 meg up...the ONLY devices i use is 2 xbox ones.thats it...no computers wifi tablets ect...so what would the best settings be for me on the congestion control? i should do 50% each on each xbox for device priortization? all i do is game and the only things using my internet are the 2 xbox ones

I would normally recommend 70/70 anti-flood and leave device prio reset.
