Windows Firewall

Ok, so I'm trying to block out the red bar connections I come across in a few lobbies but in order to ping them I need to let my DUMA through the Windows firewall. I'm not the most tech-savvy person in the world so any help, in Laymans terms, would be great

I don't use a Windows PC anymore so can't say specifically. Though I would disable it first & see if pinging then works to see if the firewall is the actual issue
