I've just run a test, set both upload/download to 0 on my iPhone, Updated distribution yet my iPhone still works?

 

Running latest firmware 1.03.6

Is "share excess" ticked by any chance?

 

Are you sure you are on the Netduma wireless and your iPhone didn't revert to using it's primary mode (cellular)?
