Remove the R3 from the modem so just your PC and power is connected to it then try to access it

I did mine over WiFi not wired so it may be different I went to network and internet settings then clicked WiFi tab then manage known networks then deleted the old one

I updated my firmware also had the same issue had to do a full reset using the pin hole reset button .Then on my PC I had to manually remove the old network name I had before the update was installed and reconnect to the factory router name and password then went through the setup process and it worked now I can connect threw the browser and app hopefully works for you.
