I've restarted my router five times already and it keeps telling me that some functions aren't working.
I press ‘Continue anyway’ and it loads, but I can't do anything. It's been like this since I installed the v4.0.645 update.

An update has been pushed that will fix it, 25% of people will have it now and it will auto rollout slowly so that by the end of the week 100% will have the cloud update. This is to prevent any major issues occurring.
