Why am I getting these hosts?

So Im in the midwest with my geo set at 700km, and im still getting hosts in Southern California and the North East US.  I have strict ticked and ping assist set on 40.  In ranked play on AW.  Am I doing something wrong?  The S. Cali host was 90ping and the other was about 70.  My ps4 was enabled with 95% of my internet going to it.  Any help/explanation would be awesome.  Thanks

Have you definitely got GeoFilter enabled? It should say 'Disable' if you have it enabled.

 

If you do have it enabled, try refreshing your browser (Crtl + F5) and restarting your console.

 

If it is still not working, make sure you have done everything listed here.

Thanks Crossy.  I didnt have PA clicked on psn.  Either that fixed it or me restarting did or both. Either way its working fine now thanks again.
