WSIB if I'm looking for a single-player naval tactics game?

World of Warships seems to be the most common applinked answer (time-of-writing controversies aside), but my internet is unreliable and I'm one of those people who enjoys playing solo games cinema hd. I'm still craving ship-to-ship combat, though, so any suggestions? I'm fine with the player controlling a single vessel, or fleet tactics.
