Still not sure about Anti-flood

Ok i am pretty well set up now my games are playing the nuts but im still a bit unsure about what to set my anti-flood to, can someone take a look at my info and recommend the correct settings. 
 
My internet speed:
 
I pay for 10mb Upload and 40mb Download
 
I get to my Router 28mb Download and 4mb Upload
 
Conected devices to my Sky Router/Modem:

The point of anti-flood is to stop other devices on your network from saturating your bandwidth and thus disrupting your gameplay so it's really dependent on what's going on with your network and as such is quite an individual thing.

 

Saying that I have the exact same bandwidth as you 40/10 and have a hell of a lot going on in my network, I found setting to 80% keeps everything running smoothly.  You want to aim to set this as high as possible while still keeping your gaming smooth

Mainly its my PC and PS4 that are running the kids tablets are on occasionally and they are not really streaming or anything, just playing some games from GP store and the wifes phone is just connected automatically  when she comes home she may browse the net but thats it. So should i set around 90 for both just to be safe or leave at 100.

I think there is absolutely no harm in throttling until someone complains. Games use so little you in most scenarios you won't throttle the game, so really the downside of setting anti-flood is it pay annoy your family. If they don't complain everything is hunky dory
