Generally when this happens it's because an application/service in this case something related to Work At Home was at the time being used/prioritized and is continuing to be used when you turned it off. If this sounds applicable to you, make sure whatever the culprit is stopped/disconnected, wait a few minutes then you can disable it and it shouldn't prioritize from then on.
