If your useing xbox just set ports manually automatic ports are wonky and has issues with other devices trying to create ports also make shure you have upnp enabled on the duma  

It would be better to do it at the router level as it will make decisions based on your entire network activity whereas doing it just on the PC will only take into account what that device is doing. I don't think using both would give you an optimal experience.
