Depending on who you ask you may get a different answer but 1% I would consider acceptable, 2% it's getting to a point where it would probably affect your gaming.
As you've got a new ISP though they usually tell you that it'll take a few weeks to 'settle' and during that time you could see some instability and speed loss so I'd suggest keeping an eye on it for a few weeks to make sure it doesn't get any worse and if after that time it hasn't resolved itself I would recommend contacting the ISP to take a look.
