Delay on cap sliders? Euro dedis

Is there a delay when I use the sliders before doing a test on DSLReports? I can slide, do a test, then test again with the same setting and get a very different result. Just wondering if I'm testing before the changes have been acknowledged. I can get an A+ followed by a C (or worse) without changing anything (unless it's still testing from a previous change). 

 

I have no doubt my BT Infinity is a little shonky, we're rural but somehow have inifinity which I'm convinced there's not enough connections in the cabinet to supply the yokels. If we complain, it gets fixed but seemingly at the expense of a neighbour and eventually it'll be our turn to get 'unplugged' again as the cycle continues. 

 

Also I'm rarely offered an 'update' button with hosts in Europe which would suggest I'm playing on a dedi, but most of the US hosts I'm offered have the update button available. This leaves me with a raft of denied US servers, but rarely a chance to rate the Euro hosts.
