What is the model of the modem/router the R3 is connected to and how have you set that to ensure all traffic flows to the R3? E.g R3 in its DMZ, modem/bridge mode

And when my PC is connected directly to the modem i get over 1GIG so not the modem.

Yes but i have also tried just having my PC connected
Have you entered those speeds into the router?
Yes still doesnt reach it
My PC will reach 650 through Duma R3 Router and the Duma speed test its self only reaches 400
How have you setup Congestion Control?
I made my device top priority i also went into advanced and turned off QOS and everything as well
