Yes that's normal.

Imagine if everything on your network was high priority, essentially that would mean that nothing was high priority, so you'd be back where you started.

The point of high priority traffic is that only the most important things are categorized as such. By default on DumaOS, that's video games traffic.

Just because something isn't high priority doesn't mean that it's going to go slowly, it just means that other traffic might jump the queue. It's more important for video game traffic to be in front because you need a really fast response for gaming. When it comes to video streaming and downloads, you can afford to wait a few extra milliseconds.
